「危機はほんとうに危機だった？」

台湾国防部が当時の軍事情報を公開したことから、台湾海峡危機10周年をめぐる報道が盛んである。
1996年3月、台湾初の総統選挙がおこなわれた。台湾史上初めて全有権者による直接投票で元首が選出されたのである。これもって、台湾は国内的には一つの「民主国家」としての体裁を整えたといえる。
中国としてはもちろん黙過できない。たかだか一つの「省」が大統領を選ぶ選挙など、言語道断である。大規模な軍事演習を展開する傍ら、3月8日、台湾に向けて対地戦術ミサイルを発射し、二発が高雄沖に、一発が基隆沖に着弾したという。
米軍空母の出動が伝えられ、当時は、台北市民のみならず在台日本人の間でも緊張が走った。コメやインスタントラーメンを買いに走ったり、緊急連絡網の確認がおこなわれたり、日系企業の中には一流ホテルに家族を集めるところもあった。すでに日本行きの飛行機はすべて大企業におさえられたという噂も流れたが、一般庶民の我々はそうした騒ぎの圏外におり、いざというときは、我々は後回しになるんだという事実を確認できたに過ぎなかった。

今回、国防部の公表した資料は、そうした騒ぎが必ずしも空騒ぎではなかったことを示している。彼らは危機対応チームを立ち上げ、対岸の動きを細かくチェックし、米軍とも連絡をとりあい、最悪の事態すら予想していた。大陸に近い馬祖では、住民が緊急避難をしていたという。当時、李登輝総統は「大丈夫」「大丈夫」と言っていたが、それは真意ではなかったかもしれない。
この選挙で現職の李登輝(当時は国民党籍)は圧勝したが、それはミサイルの後押しも大きかったといわれている。中国が武力をかざせば、台湾の有権者は中国に対する不信感が募るのである。以来、中国はミサイルは控え、いまはパンダとオリンピックを使った「飴玉」攻勢に熱中している。
一方、民進党政府は、ミサイル飛来から十年に当たるこの8日にあわせて、3月14日を「反侵略日」とすると発表した。中国が昨年のこの日に「反国家分裂法」を制定したからであるが、これもまたまことに唐突な印象を受ける。

Do you remember Taiwan Strait Crisis?

　　Now that National Defense Bureau of Taiwan opened to the public its military data during Taiwan Strait Crisis, the incident 10 years ago has started to draw the media’s attention again.
　　In March 1996, Taiwan held its first presidential election. It was the very first time ever in Taiwan’s history that the people voted to choose their own president. Since then Taiwan could keep up a front of a democratic country.
　　China couldn’t tolerate the fact that one of its “provinces” choosing a president. Back then, China practiced openly maneuvers and, on the 8th of March, fired missiles, two of which landed in front of Kaoshung, and one of which in the sea across from Keelung.
　　Reports like American government sending aircraft carriers made not only Taiwanese citizens but also Japanese residents nervous. Some bought in large food stock, created communication networks for emergency, etc. while some Japanese companies evacuated all employees and their families in hotels in Taipei City. It was also rumored that big companies had already booked all flights to Japan. In this turmoil, other individual Japanese residents like us, not under the protection of big companies, could only reconcile with our destiny, thinking that we’d be the last ones to escape.
　　Now the data released by National Defense Bureau of Taiwan have indicated to us the level of the crisis 10 years ago. Taiwanese military organized an emergency team for the Crisis, kept watching carefully the movements of across the strait, never neglected contact with US Army and formulized strategies for the worst scenario. In Mazu, a small island just across from Mainland China, the residents were evacuated temporarily. Though Li former President then expressed optimistic views, we must say now that he may not have been expressing his true fear.
　　At the time Li won the election, and it was said that the Crisis helped him. The more China puts menace on Taiwan, naturally, the more suspicious the Taiwanese grow toward China. Since then, however, China has abstained from using missiles – the stick - and now changed to different strate　　gies of pandas and the Olympics – the carrot.
On the other hand, on the 8th of March this year, Taiwanese government decided to make March 14 “Memorial Day for Anti-Invasion,” for, on that day last year, Mainland enacted regulations for splitting China into two.
