North Korean state media such as Rodong Shinmun report everyday that the restoration work for the flood damage at North Hamkyung Province in August is continuing smoothly. However, a reporting partner of ASIAPRESS who lives in the region of flood damage said that the restoration stalls in due to the lack of material for work. (Kang Ji-won\/Paek Chang-ryong)<\/p>\n

On October 10, a reporting partner in Hoeryong City of North Hamkyung Province reported at the site: \u201cThe restoration work is carried out by the people mobilized from all over the country. But the construction work stalls in due to lack of material. Especially, as cement is short, poor quality of cement seems being used for the construction of houses. Although the houses are so poorly built enough to be cracked off when touched, applicants are flooded since there are large number of people who have lost their homes. \u201cLots of people used live in the shelter right after the flood. As so many people gathered to get the ration, now, the authority had Inminban (Neighbor Watch Group) in other region without flood damage to live together at their members\u2019 houses. The number of people in the shelter decreased\u201d said the reporter.<\/p>\n

\u25c6Farmers protesting as their portion of harvest is reduced to cover the loss of flood damage<\/strong><\/p>\n

Meanwhile, the agricultural fields were seriously damaged by the flood as well. The harvest brought the problem of distribution among farmers as the time to work for harvest begins. The reporter reports: \u201cThe farmers are strongly protesting the decision by the Collective Farm Management Committee which asked the farmers to accept the decreased portion of the harvest to help those who have the damaged fields by the flood. The farm itself doesn\u2019t touch their food at all, but they try to shift the burden to the farmers only.<\/p>\n

Even if the Party Committee of the Collective Farm tries to persuade the farmers and soften their complaints by saying \u2018the burden of the victims should be shared by all of the members.\u2019 But dissatisfaction of those who can\u2019t accept the persuasion deepens.\u201d<\/p>\n
