\u25c6 Entire neighborhoods blocked off and put into isolation due to residents with cold symptoms<\/h2>\n

The fundamentals of the North Korean regime's countermeasures against the novel coronavirus are: 1) keeping the virus out of the country; and 2) quarantining residents if in doubt.<\/p>\n

Kim Jong-un is keenly aware of his country\u2019s poor hygiene and weak quarantine infrastructure, and he has a sense of foreboding that if a strong infectious disease spreads to the capital city of Pyongyang, through the People's Army, and within construction mobilization organizations, he may be unable to prevent the regime from being shaken.<\/p>\n

This anxiety manifests itself in the harsh system of \u2018isolating when in doubt.\u2019 Even when a person just has symptoms of a cold, their entire family and all their neighbors will be placed in isolation for about 3 weeks, with 24-hour surveillance set up around the neighborhood to enforce the quarantine.<\/p>\n

The number of people living in poverty is increasing rapidly due to the side effects of the border blockade and excessive isolation measures. Among urban residents, there are many who have decided to escape their controlling situation by going into the mountains to live off the land. In addition, there are many who have become vagrants or been forced into prostitution. At the Chinese border, some residents have decided to risk severe punishment by engaging in smuggling.<\/p>\n

A reporting partner living in the northern region of the country said, \u201cThe authorities said that the coronavirus is coming from China so to be careful- but I think the real purpose is to prevent people who are struggling to make ends meet here from fleeing to China.\u201d<\/p>\n

The \"national emergency disease prevention measures\u201d implemented by the Kim Jong-un regime outwardly advocates for the \u2018safety of the people\u2019, but it is clear that the focus is on security.<\/p>\n

ASIAPRESS secretly obtained a copy of the document outlining the prevention measures. The document was originally posted by the Ministry of Social Security (police) at stations and other public places near the Chinese border on August 25. Shortly after, an ASIAPRESS reporting partner removed one such notice and emailed a photograph of it.<\/p>\n

The notice proclaimed that the national emergency quarantine measures would be maintained more strictly and warned residents that the authorities have \u201cset up a 1-2 kilometer buffer zone along the border and will shoot people and livestock entering the area without warning.\u201d (Kang Jiwon)

\nRefrain from any activities which may interfere with border blockade operations.<\/strong><\/p>\n

The global health crisis is rapidly worsening and infectious diseases are spreading through the air and through touching objects. Today's reality demands stricter maintenance and reinforcement of the national emergency quarantine system along the northern border.<\/p>\n

However, some citizens have violated the emergency quarantine rules and the orders to protect the safety of the state and the people's well-being, and are creating a space where they can enter and exit the northern border at will to cross the border- smuggling malignant viral diseases into the country.<\/p>\n

The notice reads, \u201cThe Ministry of Social Security of the Democratic People\u2019s Republic of Korea has established a buffer zone according to the regional characteristics of the northern border area, and has established stricter emergency quarantine rules and regulations in this zone in order to categorically prevent contagious diseases from causing disaster.\u201d<\/p>\n

1. A buffer zone has been set up 1-2km from the border.
\n-Under no circumstances will citizens enter or leave the set buffer zone.
\n-Institutions, businesses, organizations, and the public will neither enter nor transport personnel or supplies into the buffer zone without organization approval.
\n-Citizens who enter the buffer zone with organization approval must carry identification documents, including citizenship cards.<\/p>\n

2. At night, personnel and vehicles will be prohibited on roads and railroads that are close to border barriers.<\/p>\n

The curfew will be in effect from 20:00 to 05:00 the next day from April to September and, from October to March, from 18:00 to 07:00 the next day.<\/p>\n

3. People and animals will be shot on sight if they have violated the rules and order established in the northern border areas, such as illegally entering the buffer zone without permits or approaching border barriers on roads and railroads.<\/p>\n

In addition, people and animals will be shot on sight if they approach the Yalu or Tuman Rivers.<\/p>\n

4. All institutions, enterprises, organizations and citizens will strictly observe the order of conduct established in the northern border region to prevent the influx of contagious global diseases and to protect the safety of the country and the well-being of the people.
\n- All institutions, businesses and organizations will further strengthen their education and control of citizens and employees so that there are no actions that harm border projects and emergency quarantine projects.
\n- All citizens are to be keenly aware of activities that interfere with the North Korean border blockade operations conducted by the People's Army, including illegal entry into the buffer zone, and report these activities to authorities in a timely manner.<\/p>\n

5. This decree applies to all institutions, enterprises, organizations (including armed forces, military, special units) and citizens within the territory of the Democratic People's Republic of Korea.<\/p>\n
