According to state media, Kim Jong-un conducted on-site guidance on that date. This can be assumed to refer to reporting sufficient construction achievements at the 9th Party Congress scheduled for early next year.

Soldiers mobilized for embankment construction. There seem to be many troops. The soldier who crossed the fence will likely go to the riverside to fetch water.

Many female soldiers were also visible. Perhaps because there are no tall buildings nearby, many are not wearing helmets.
